在第十大马计划第五章里禅明，在2012年初，政府将实行文凭制度化，在此制度下，所有技术人员必须拥有大马技术文凭（SKM）或相等资格的文凭，主要目的是要促使大马在2020年成为先进及高收入国，在此呼吁尚未拥有技术文凭之会员应从速领取文凭以应付政府的制度，如有疑问可联络本会秘书处。
